Meet Jason
I grew up in Little York, raised in a family dedicated to public service. My parents, (Jack & Debbie Horner) and grandparents (Fred & Marilynn Welch and George “Bud” & Onnalee Horner) instilled in me the importance of giving back, which led me to join the Little York Fire Protection District at 18—an organization my grandfather helped establish.
At 21, I joined the Monmouth Warren County Auxiliary Police, serving six years before Sheriff Martin Edwards hired me at the Warren County Sheriff’s Office in 2006. Since then, I've worked as a correctional officer, court security officer, and patrol deputy. For the last several years, I've been a night shift sergeant, overseeing patrol and jail operations. Before law enforcement, I spent a decade in maintenance at Western Stoneware.
I'm committed to keeping our community safe, upholding integrity and service, and ensuring Warren County remains a great place to live and work. I’d be honored to earn your trust and support as your next Sheriff.
My Family
Our family runs on faith, hard work, and a whole lot of time spent cheering from the sidelines. My wife, Sarah, and I are high school sweethearts who’ve built a busy, fulfilling life here in Warren County. She’s a dedicated teacher at United School District, and we’re proud parents to three amazing kids.

Riley is about to graduate from Bradley University as an Registered Nurse, Carson is a freshman at St. Ambrose University, juggling accounting and golf, and our youngest, Lucas is a sophomore at United High School competing year around in different sports. When we’re not at games or school events, you’ll find us grilling out, boating with friends, or sneaking off to Florida’s beaches for a little downtime. Life’s fast-paced, but we wouldn’t have it any other way!

Grant Writing: Secured tens of thousands of dollars in grants.

Communication Upgrades: Worked with county board & Sheriff to obtain dual-band radios and in-car computers.

Improved Work Schedules: Helped implement alternating weekends off for patrol deputies.

Salary Increases: Worked with the county board to raise patrol deputy salaries outside of the labor contract.

Union Leadership: Vice President of Warren County FOP for over a decade; negotiated 4 labor contracts, assisted in disciplinary actions & grievances.

Education: Degree in Criminal Justice.

Professional Training: Hundreds of hours in SWAT, Active Shooter Response, Critical Incident Management, Law, Employee & Supervisory Training, Office Management.

Community & Law Enforcement Relations: Strong connections with L/E agencies, judges, prosecutors, defense attorneys, and local officials.
